Which risk adjustment formula is sustainable and efficient in a managed competition system for social health insurance? Can risk selection be mitigated by mandatory high risk pooling? How does regulation affect the exposure of insurers to risk? Which payment schemes for managed care organizations set strong incentives both for efficiency in health care delivery and solidarity with high risks? Those and related questions are discussed in the research papers of the CSS Institute for Empirical Health Economics. The institute is a department of the CSS Insurance Company which is responsible for research and teaching in health economics. It is currently headed by Prof. Dr. Konstantin Beck.
